Mr. Lawrence Dibor was recently honored with three citations (see photos above) given to him by the Commonwealth of Pennsylvania, the Mayor of Philadelphia, and the Philadelphia City Council in recognition of his professional achievements and civic leadership. BRIEF INTRODUCTION:
Mr. Dibor, a respected Southeastern Nigerian born professional and leader in the construction industry based in Philadelphia area, has proven that he has the ability to take an idea and turn it into a reality. He is known as an international professional with a broad background and 30 years of experience in the construction industry. He is the President of Adcon Consultants, Inc., a multidiscipline engineering, design, and construction management firm based in Philadelphia serving both public and private sectors as an executive project manager and owner's representative. He is known for being an international professional with broad background and experience in the construction industry. He has over 30 years of experience in planning, architecture, engineering and construction management and has been involved in over five billion dollars of total construction projects. He has been responsible for the design of many various building types, including commercial, healthcare, transportation, industrial, educational, aviation, and correctional facilities. Among many of Mr. Dibor’s prestigious projects, the President’s House Project is nationally recognized and is the most historical of his projects. Under his leadership, Adcon performed the civil engineering and design services for that project. The President’s House in Independence Square, Philadelphia is a historical mansion in which the first and second Presidents of the United States of America lived in during their presidencies. At that time, Philadelphia was the Capital of the United States. This prestigious and historical project attracts thousands of people daily due to its historical importance. Other highlights of Mr. Dibor's experience includes but is limited to policy developments, organizational management and planning, business development, and research and development of various aspects of standards and requirements.
With the growing use of international codes in the construction industry, Mr. Dibor brings his experience and familiarity of international codes to ADCON and its clients in providing them with necessary information to successfully complete a project up to the appropriate standards and requirements.
Mr. Dibor is a member of many professional organizations such as the Engineers’ Club of Philadelphia, where he currently is Treasurer and is on the Board of Directors and on the Technical Advisory Council. He is a member of the Business Networking Committee of The Union League of Philadelphia, the Union League Business Forum, and the Professional Business Club #1 Platinum in the USA. He recently celebrated his 20th anniversary of membership in the Union League of Philadelphia. Mr. Dibor is also a board member of the National Association of Minority Contractors, a Corporate and Affiliate member of the American Institute of Architects, Philadelphia, and a member of the Construction Management Association of America, Construction Specification Instuitution, and Conference of Minority Transportation Officials. He was the former commissioner of the Philadelphia Mayor’s Advisory Committee and Chairman of Youth Education to the construction industry.
Mr. Dibor has utilized his extensive experience in the construction industry by authoring various papers and presentations on the construction industry and minority business practices. In 2009, Mr. Dibor made a presentation to the Pennsylvania Select Committee on Minority, Women and Disadvantaged Business Enterprise Inclusion Public Hearing. In 2011, he was a guest speaker at the Minority Contractor Training and Capacity Building Program, which was organized by the City of Philadelphia. He has also conducted various types of seminars relating to the construction industry. Mr. Dibor served as a Commissioner on the Philadelphia Mayor's Advisory Commission on the Construction Industry. He was also the Chairman of Youth Education to the Construction Industry in Philadelphia. Mr. Dibor is passionate about encouraging young engineers, architects and students in the African American community within the Philadelphia region to pursue careers in the construction industry
Mr. Dibor has been a large part of the community service in the Philadelphia region serving and supporting the African, Nigerian, and Igbo communities. He has served on the boards of directors of many civic organizations including the African American Museum in Philadelphia (AAMP). He was the Co-Founder and Chairman of the AAMP Celebrate Africa Committee and was in charge of organizing the African Arts and Cultural Festival in 2006 at the Philadelphia Arts Museum. He also served on the African Arts, African Voices Community Committee as a representative of the African Community in the Philadelphia Area, which was in charge of organizing a four to five month long exhibit and several related events at the world-recognized Philadelphia Museum of Art. Mr. Dibor is the founder and Interim President of the Igbo-Nigerian Community Organization, Delaware Valley. The focus of this Organization is on enriching the lives of the community’s children and youth by providing them with a connection to the ethics and culture of the Igbo-Nigerians who have immigrated to this Country. Mr. Dibor was recognized and honored by four different Igbo-Nigerian Communities, such as Ngwa Association of Southern New Jersey, Owerri Obinwanne of Delaware Valley and Mbaise Association of Delaware Valley. In 2006, chieftaincy title conferred by HRH Des. Ogugua of Ezeudo, Mbaise. He also had the honor of hosting numerous African Ambassadors, including Nigeria.

All three projects were extremely competitive, and each had its own profile of scale and complexity. It was a challenge to distinguish amongst these excellent project submittals and all judges felt honored to weigh in on the merits of each offering. ADCON Consultants tackled a unique and difficult project in changing out HVAC systems that had been operation for over 70 years in a building that posed its own unique challenges. Retrofit projects are never straight forward and solutions often require quite a bit of creativity and innovation to allow the new to integrate with the old. ADCON rose to the challenge when other firms either declined or soon realized it was “beyond the norm”. The importance of executing the work without affecting the pump station operation required extensive planning and on-site coordination. The application of automation in the solution will allow for energy efficiencies to be realized and higher overall system reliability. The Torresdale plant has been a Philadelphia landmark and these upgrades will support the longevity of its operation critical to City water supply.
